MSI is an international development firm that specializes in monitoring and evaluation of education projects. The firm works closely with over 50 Thai researchers from member universities of the National Research Team (NRT) to develop an assessment framework and data collection tools that are appropriate for the education system in Thailand. In addition, the National Institute of Educational Testing Service (NIETS) also supports this evaluation by providing access to Ordinary National Educational Test (O-NET) and Vocational National Educational Test (V-NET) results.

The monitoring and evaluation of the project will cover from 2016 to 2019 and consist of three phases: baseline, midterm and final evaluation. In addition to exploring the project’s outcomes and impacts, the study builds the capacity of Thai researchers because it provides a platform for learning and exchanging research experiences as well as strengthens the research network of educational institutes.
